empty hwsim capture?

Hello,

For some reason my hwsim0.pcapng is empty at the end of a test run.
Adding a 'tcpdump -U -i hwsim0 -w $LOGDIR/out.cap' to start.sh works as
expected.

I've tried the libpcap-dev provided with debian 10 (1.8.something), as
well as the latest libpcap git with no difference in behavior.

Is anyone else getting nonempty captures with the latest hostap?
