Debian has both libusb, http://packages.debian.org/libusb-dev & hpoj packages.

TO build hpoj, under debian you do need to have the libusb-dev package 
installed.  There are also a number of other dependancies which Debian requires.

Check your /etc/apt/sources to make sure you have a deb-src line included:

deb-src http://ftp.debian.org/debian unstable main contrib non-free

Then:

# apt-get build-dep hpoj
