That solved it!  It prints now and it scanned before so I am all set.
Many thanks to all of you who helped me on this.

I wish I had seen the list below several weeks ago.  I went back and looked at 
the documentation and it seems like it is all there, but not easy to dig out.

install libusb-0.1.6-3
install libusb-devel-0.1.6-3
install hpijs-1.6.1-1
install hpoj-0.91-1

You MUST make sure libusb & libusb-devel are installed before you 
compile & install hpoj !!

I installed hpoj from source, running:

 ./configure
make
make install

run ptal-init setup

in cups, select "add a printer" and select the device:

PTAL mlc:usb:psc_1200_series (Hewlett-Packard psc 1200 series)

select make: HP

select model:  HP PSC 1210 Foomatic/hpijs (recommended) (en)

you should be able to print & scan ok now.
