No , udev still doesn't work for me . 
1. udev only do something related the firmware plugging at 
/extras/firmware/firmware.sh , which one line said :
          cat "$DIR/$FIRMWARE" > /sys/$DEVPATH/data
2. I tried to modify the /etc/hotplug.d/default/default.hotplug which one 
line from /bin/bash to /bin/sh (my
root file system don't have bash) and found :
/etc # modprobe ipw2200

so , i wonder if the schematic of minipci of my board is wrong ??
