The distro (FC5) includes pm-utils-0.15-1 .  This, in turn, includes
/etc/pm/hooks/10NetworkManager, which sends a sleep/wake dbus message
to NetworkManager (and kills and restarts mDNSResponder, if
appropriate).  The /usr/sbin/pm-suspend script runs the
10NetworkManager script.  I'm not sure, if /usr/sbin/pm-suspend is
actually run in my setup.  There's a binary executable in
/usr/bin/pm-suspend, too.  I suppose that KDE is choosing to run one
or the other on the lid switch.

I can find no code that "restarts" NetworkManager.

I have often had no problem sleeping/waking wired -> WiFi and vice
versa.  Upon wake, NM restarts whatever network it can.

(My only problem has been that the NM system tray icon occasionally
disappears.  The nm-applet is still running and sending notify
messages for disconnect and connect events, though.  I get it back by
causing the whole system tray to be redrawn by KDE by starting/
stopping something else in the tray or just clicking on the kmail icon
twice.)
