Thanks to some tips from Zhu Yi, I now have this working.  Juggling the
various current versions of ipw2100 and ieee80211 reveals the following:

  ieee80211 1.1.14 + ipw2100 1.2.0 ... fail (no WEP)
  ieee80211 1.1.13 + ipw2100 1.2.0 ... ok
  ieee80211 1.1.14 + ipw2100 1.2.1 ... ok
  ieee80211 1.1.13 + ipw2100 1.2.1 ... did not try

IOW, using the latest stable version of ieee80211 with the latest stable
version of ipw2100, WEP *does not work* on my Toshiba Satellite M-30
laptop.  I either need to downgrade to the previous version of
ieee80211, or upgrade to the unstable version of ipw2100.

Is this a bug?  Or does someone just want to declare that ipw2100 1.2.1
is indeed the latest stable version?  ;-)
