Two observations, same reason: ipw2200 handles a lot of wireless management in 
firmware, but the rtap interface can only capture sent frames generated by 
the 802.11 subsystem. IMHO this cannot be changed with current firmware.

For your requirement, you need a softmac card. You may want to look at the 
madwifi driver, I think it provides a way to capture sent management frames 
(with Atheros hardware).
