I suppose this only happens when card was associated right? It doesn't
happen when it is not in the associate state (you can set an invalid
ssid to verify). This can be explained by in the associated state, the
STA is not able to be away from the currently associated channel without
any time limitation (otherwise it causes packets lost while it is in
other channels). Can you try to set the scan watchdog timer bigger
(something like 20*HZ) to test whether you can finally receive the scan
completed event or not?

BTW, what are the beacon interval and listen interval setting for these
APs?
