Can't set channel 13

Recently at the Linux Kongress (of all places!) the AP was set to
channel 13, but my driver refused to let me set channels above 11.
What gives?  This appears to have something to do with geography, but I
found no way to tell the driver I'm in Germany (which I am).  The
notebook is a German Acer model, too.

How do you tell the driver which channels to allow?
