I've been thinking about this some more, and I've started wondering if
the problem could be originating from something else (i.e. hostapd or
the ieee80211 stack). I noticed someone else on the list had some
problems with CCMP which were resolved by upgrading to the latest
version of ieee80211 (although I am running that version too). I also
noticed that that version included some fixes for encryption on SMP
machines, so although this isn't an smp machine (pentium M), maybe
there's some relation.... 

I posted the issue to the hostapd list a while back, but didn't get an
answer.

I may be on the wrong track, but please let me know if you think this
sounds plausible and whether I should take up the issue elsewhere.
