If the driver likes one of the networks, you should see "is a viable
match" in the log.
Take a look in ipw_best_network() for a lot of other messages that tell
why the driver will *not* associated with a network.

Well, it *should* send frames when trying to set up the association.
First, an authentication request, then an association request.  But this
assumes that the driver found a network that it likes.  It shouldn't try
to associate otherwise.

The 2200 also sends probe request frames when scanning, but these frames
are not issued from the ieee80211 stack, IIRC.
