Is there user mode(wpa_supplicant) and driver mode setting in ipw2200?

Hi,
I am working with wpa_supplicant-0.4.8 and ipw2200-1.2.2.
After starting wpa_supplicant, its operations are as follows.
Step-1: Bring up the wireless interface.
Step-2: Set WPA mode through SIOCSIWAUTH ioctl
Step-3: Initiate scan.
Step-4: Try to associate with configured network. Using SIOCSIWESSID ioctl.
After step-1, driver(ipw2200) initiates scan and try to associate with best matched network.
After step-2, the handler of SIOCSIWAUTH ioctl in driver is doing a disassociation. Even after disassociation, since interface is up, still driver scans and tries to associate with best matched network.
After Step-4, the handler of SIOCSIWESSID ioctl in driver again disassociates and try new association. Finally association is successful.
In the above process, driver and wpa_supplicant are running separately and doing same operations(scan, association e.t.c).
Is there any way to put ipw2200 driver in user mode so that scanning, association e.t.c operations are in the control of user process(E.g., wpa_supplicant)? I mean, can we stop driver doing its operations while using wpa_supplicant?
