please look at this message generated by the 'hsfconfig --info' command:

The /dev/modem alias (symlink) points to /dev/ttyS1
---

If you use the '/dev/modem' device with your dialing program, it is 
normal that it does not work since a physical serial device (ttyS1) will 
be used and this is why it is found but you have no answers from the AT 
commands.

You could either configure your dialing program to use the 
'/dev/ttySHSF0' device or use the 'hsfconfig --serial' command in a root 
shell to fix the '/dev/modem' symbolic link.
