Sadly the FCC ID doesn't always change. See for yourself the FCC ID of
the WG511 (fullmac and softmac) is PY3WG511-F

The grantee code is the PY3, the product code is WG511-F.

Note the two entries:
Original Equipment  	05/21/2003
Class II Permissive Change  	04/06/2004

The "Class II Permissive Change" is the prism chipset change from
fullmac to softmac. You can read all about the change on the results
page for the card.

OTOH The Canadian ID is "4054A-WG511F v2.0" and "4054A-WG511F v3.0" so
that might be a better choice to go by because it says openly what the
version is. 

Not sure whether this applies to all of the cards that got changed, but
it seems FCC ID alone isn't good enough.
