Just
SIOCSIFFLAGS: Device or resource busy
after an ifconfig to assign an address.

% What was the error reported?
After a manual
insmod pci-scan
which ran quietly, my
insmod rtl8139
returned
Using /lib/modules/2.4.19-4GB/kernel/drivers/etc/rtl8139.o
/lib...8139.o: init_module: No such device
Hint: insmod errors can be caused by incorrect module parameters,
including invalid IO or IRQ parameters
You may find more information in syslog or the output from dmesg
So I go to /var/log/messages and at the end I see
kernel: 8139too Fast Ethernet driver 0.9.26
kernel: pci-scan.c:v1.11 8/31/2003 Donald...
kernel: 8139too Fast Ethernet driver 0.9.26
but that's it.
So I comment out 8139too in /etc/modules.conf, add rtl8139, run depmod -a
(I'm out of my element; is there anything else I need to do?) and reboot.
When it comes up I get the SIOCSIFFLAGS error again and then ifup reports
ifup: Cannot enable interface eth0
and things look pretty much the same :-/
