What do you expact to show up in /dev?  The interface should appear in
/proc/net/dev, but you should not expect to see /dev/eth0

Your distribution does not include the ability to run diagnostics.  Some
PPC systems did have the interface, and it's not technically difficult
to keep working, but it appears that some places do not consider
diagnostics as important.
