problem with ping: operation not permited

Hello,
I set up vlan interface according to how to, I have set proper ip 
address and defaul gateway.
But when I try to ping default gateway the ping returns:
ping: sendto: operation no permited
ping: wrote 195.113.225.49 64 chars, ret -1

where can be the problem ?
