It is always 'per-device' now, the option that was removed was 
'per-kernel' binding which was just a broken attempt at bridging.

Also, there is at least small work continuing on vlans as it is now in 
the kernel proper.  I have no personal interest in GVRP or other other 
new features you mention, so I am very unlikely to add them.
