There should be support for that in the upcoming debian vlan
package in experimental.

contains my version of the vlan package with a kernel patch for
macvlans.
Combined with http://217.196.41.9/~ard/vlarp/ , a few shell
scripts, and keepalived for failovers, you can do l2 failovers
without bringing interfaces down.
