OK, so it's indeed a 3c595.

This is expected, as the 3c595 cards do not have MII capabilities and 
also no autonegotiation capabilities.

For them to specify media speed and duplexing you have to use module 
options. Please see the table related to media settings on:

http://www.scyld.com/network/vortex.html

Most probably, you want "options=4,4" for 100Mbps operation; maybe 
also "full_duplex=1,1" depending on what is at the other end of the 
cables.

This also means that you can't query or change media settings while
the network interface is "up" with a tool like
mii-diag/mii-tool/ethtool.
