This also means that probably the cable is good. However, if you can 
change it with a known good one, that would eliminate one unknown...

Again, this is a sign that at least one end does not do autonegotiation.

Might it be that the laptop card does not support autonegotiation ?

By running mii-diag or mii-tool on the laptop, provided that the driver 
for the laptop card does support the MII ioctls.

Windows drivers for these cards seem to ignore completely what is written 
in the EEPROM of the card. Using a recent version of vortex-diag or the 
DOS-based tool from 3Com, the EEPROM media defaults can be changed. 
However, I don't have personal experience with what choices there are for 
this type of card - in general autonegotiation/NWAY should be chosen.

Huh ? You did post with your first message vortex-diag output that says:

  MII PHY found at address 24, status 7829.

which shows that it's there...
