Well, debugging without the proper environment is kind of hard. There is 
little point in providing a precompiled version of the diagnostic tools as 
they were purposefully written to be able to run on as different 
as possible combinations of kernel and libc; there is no guarantee that a 
precompiled binary would work on you computer - there are simply too many 
possible combinations.
Compilers and headers are usually included in the distribution; check your 
media.

The diag tools are small and, being C code, can be compressed quite well. 
You probably need about a minute to download them.

produced and sold illegally by others - they seem to behave a little 
different than the original 3Com ones.
