Lilo cannot be installed on the secondary disk

I tried to make my linux system installation on a 210M hard disk, so I put 
in in the secondary IDE and as master.
I made my minimal system and made the root file system and copied them into 
the hard disk. Then I ran lilo with this configuration:


disk=/dev/hdc bios=0x80
boot=/dev/hdc
map=/boot/map
install=/boot/boot.b

prompt
timeout=10
image=/boot/bzImage
label=linux

root=/dev/hda1

read-only

When I place this second hard disk on the primary IDE, the following appears 
and nothing else happens:

LI

I think the problem is that, LILO cannot find out that I'm installing it on 
the secondary disk. Probably the map and boot locations are the source of 
problem.

Please help me resolve this. Thanks for your help.
