Problem adding rebuilt node to cluster

I have a problem getting a node added to an evms cluster....

I had an 4 node cluster up and running but had to rebuild one of the
nodes. Now the new node can't see the evms container.

This is on SUSE 10 SP1. 4 nodes sharing storage via a SAN.

When I run evmsgui on one of the old nodes it pops up the "verifying
protocols" for a very long while then complains it can't communicate
with the new node.

When i run evmsgui on the new node it fires up just fine and displays
the evms containers properly. but the container does not appear
in /dev/evms.

evms_actiate doesn't work and the logs say "The Engine is not running in
a clustered environment"

What do i have to do to get the new node to be recognized in the
cluster?

BTW, this is being managed by linux-ha and the new node does appear
there and it even claims that it start evms but that is not the case.
There are no evms processes running on the new node.
