how to make resource group online

hi,

 My IP_Address Resurce show the stat is "Offline",
when I use the admin command to make it online,it output the following error:

cmgr> admin online resource_group IP_Addr_Group
FailSafe daemon (ha_fsd) is not running on this local node or it is not ready to accept admin commands.
Resource Group (IP_Addr_Group) is online-ready.

Failed to admin:
        online

admin command failed



how can I start ha_fsd? Can I execute it directly or there are other start scripts to start all the following command:

ha_fsd
ha_cmsd
ha_gcd
ha_srmd
ha_ifd
