please clarify about action scripts

Hi,
Iam Planning to write an NFS monitor in C language.
So i am trying to implement the logic given in the action scripts.
But iam not able to understand all the functions and calls used in the NFS 
action script.

When i tried to execute some commands like 'fs_stat' its giving error that 
fs_stat : command not found
Also i need a clarification with the exec_rpcinfo:: is it an inbuilt command 
or a userdefined function.
Please clarify these doubts for me.
And kindly elaborate me regarding the procedure followed to write the nfs 
monitor.
Also please suggest me how to detect the failure of NFS from the server?
also how to monitor the health of the NFS at the server wihout knowing any 
information about the clients connected to it.
Also how to  monitor the health of NFS by interpreting the statistics 
printed by the command "nfsstat -s"?
Please clarify these queries ASAP.
