There are really no docs for the 2.6 framebuffer layer.  But you
can see drivers/video/skeletonfb.c for a template.  You can also
use any of the updated drivers in the same directory.

Writing a driver for fbdev is relatively easy.  As long as you
know how to set the hardware to the correct video mode, everything
just falls into place.
