Use ACL for devices?

Hey...

I'm not sure if this is the right list to post this question. If not,
please tell me who can answer it.

And I didn't find a way to search the archives, so excuse me if this is a
FAQ.

Now the problem:

I need a way to specify which user is allowed to access certain devices.
For example, only certain users on a system should be allowed to use their
USB-Memory-Sticks. The users are not organized into groups, and I don't
want to introduce a new group for every possible device.

So I thought about using ACLs. But setting the ACL on the device-file (e.
g. /dev/sda or /dev/sda1) has no effect, and setting it on the mount-point
seems to be impossible (setfacl: /mnt/usbstick: Operation not supported).
Maybe this is because the file-system on the stick is FAT, which doesn't
support ACLs...?

Is there a practical way to use ACLs for this problem? Or will I have to
setup user-groups for the devices?

I try to set this up on a 'Novell Desktop powered by SuSE' which has a
kernel 2.6.5.
