Hmm...I checked one of the "problem users" and this key doesn't exist in
their registry.  (Which is what I want -- I want files to always inherit
permissions from the folder they're copied into.)

I still think this is probably a Samba bug and not an ACL bug, but it's hard
to troubleshoot when I can't seem to deliberately reproduce it.  Whenever I
create a folder, it gets the proper ACL and default ACL settings, but
clearly that's not happening every time.
