gem install rmagick

Worked fine. So, the ImageMagick rpms are missing something that rmagick needs.

Nope, they're not.

ImageMagick-devel-6.2.2.0-2.fc3

I was able to configure RMagick just fine after installing
ImageMagick-devel.
