I also use lftp in yum-pull (my repo mirroring script at http://www.stearns.org/yum-pull). I've noticed that it really doesn't seem to check whether it already has a file locally. It seems to blindly download the entire collection. I've had to teach yum-pull how to hand lftp "-X" excludes for every rpm that was successfully downloaded already.
