lftp mirror does check what it already has and should only download what 
it doesn't have. To verify if files are the same lftp uses time and/or 
size. If for some reason the files are different locally (because 
eg. you toched the files or specified not to preserve the timestamp) lftp 
mirror will re-download those files.

So nothing special is required from the user.
