 	Yum does use a local cache (/var/cache/yum/) for headers and 
packages, although you're right that it does check back with the 
repository server each time it's started unless you use the "-C" (operate 
from cache only).

 	I can help you with that one.  yum-pull ( 
http://www.stearns.org/yum-pull/ ) does the work of making a local 
repository server with the repositories you want for the distributions you 
need.  It builds the indexes for apt, yum, up2date and other tools based 
on these, so you can choose use your favorite install tool.
