 	Setting up a local repository with yum-pull does handle the above 
problems (both "too much data heading out over my line" and "I'm 
connecting to different mirrors each time so I get different collections 
of packages and different metadata") because you have a single repository 
server locally.

 	Yum-pull is the glue you need to handle that problem, IMHO.
