I spoke too soon about the failure to load problem.  I appears that FireFox now 
works only if it is the first application run after starting xwindows.  Any other 
application being run first causes a FireFox failure to load.  There is a short 
disk access and the cursor displays the usual "busy indicator" until the load 
attempt simply times out.

The result is the same if FireFox is called from the command line in an xterm
except that there's no "busy" indicator while it times out.
