I've always pre-configured all apt and yum packages I've provided through freshrpms, and the idea here is to backport this newer apt to all RHL and FC releases for which I've already provided apt in order to be able to remove completely the apt-specific metadata from freshrpms.net some day. For Fedora Core releases where apt is available in Extras (I hope FC5 will become one soon), I won't be "duplicating" apt, don't worry.
