Hello,
Did you remove line 36 from the spec file? The full spec file is at 
http://svn.rpmforge.net/svn/trunk/rpms/perl-Pod-Coverage/perl-Pod-Coverage.spec .
That line is:
%{__rm} -rf %{buildroot}%{perl_vendorarch}/auto/*/*/.packlist
which removes that file. Then it should be possible to use the spec file to 
build rpms.
