libdca contains devel headers and static libs

Hi.

FreshRPMS' libdca package should actually be named libdca-devel, because
it contains static libs and headers. The two binaries should be moved
to libdca-tools perhaps. Then we would avoid bugreports like:

Of course, that would never happen if we had rpmfusion ready, but we're
not there yet. Can someone sell me some free time? ;)

In the meantime, could you at least fix your libdca package so that it
conforms to Fedora packaging guidelines?
