So... trying to get around the initial problem I changed my cmdline like so:

mencoder <INFILE> -o <OUTFILE> -of avi -ovc lavc -lavcopts 
vcodec=mpeg4:vbitrate=230 -vf scale=320:180 -oac mp3lame -lameopts abr:br=64

...which results in:

   MEncoder 1.0rc1-4.1.2 (C) 2000-2006 MPlayer Team
   CPU: Intel(R) Xeon(TM) CPU 2.40GHz (Family: 15, Model: 2, Stepping: 9)
   CPUflags: Type: 15 MMX: 1 MMX2: 1 3DNow: 0 3DNow2: 0 SSE: 1 SSE2: 1
   Compiled with runtime CPU detection.
   MPlayer was compiled without libmp3lame support.
   -lameopts is not an MEncoder option

   Exiting... (error parsing command line)

Does this mean that -oac mp3lame is also non-functional in the FreshRPMs 
builds? Or am I missing something here how to go about using it...
