For the record it seems like the hardware mipmapping is busted in those drivers. Atleast there's some discussion about this in the Ogre3D forums. The latest beta drivers, appear to work however. Our systems started having buggy graphics after I upgraded them from 100.14.19 to 173.14.12. Atleast Ogre broke and who knows what else. I know this is not really freshrpms related, but I thought I'd drop a note here, too, since those are the most recent drivers here.
