Trimming the default-alpha-1.4 profile

Hi guys,

I'm trimming down the alpha profile (based on the recent discussions on
-core).  I'm mostly just using vimdiff and comparing the x86 profile vs.
the alpha profile.  Here are a couple questions...

1. Other than the lines I've already removed/updated, we have the
   following entries which aren't in the x86 profile.  Do we need these?
   My suspicion is that we could just remove these without a problem.

        *dev-libs/libelf
        *dev-perl/ExtUtils-MakeMaker

2. Additionally, we have the following line.  Anybody know the history
   of this one?  (Tavis?)
