Tavis is really better equipped to answer this question, but my
understanding is that -fPIC exacts a performance penalty, even though
it's needed by many ebuilds on alpha.  Our approach so far has been to
fix ebuilds as we discover they're broken, rather than to apply -fPIC
globally.  If that approach works, then it shouldn't be necessary to fix
the allowed CFLAGS.
