www-client/firefox: add 154.0

Add bmo-2061241-fix-llama-cpp-with-neon.patch (by: tt_1).

Add patch for +system-av1 build failure (bmo#2063808).

Bump nss version requirement to 3.126.

Enable vulkan hardware acceleration support again via +hwaccel use flag.
Remove nouveau-related checks since hwaccel should work with nouvea when
video_cards_nvk is enabled in mesa.

Ffmpeg-9 support was backported to 154.0 by upstream.

Rebase bgo-910309-dont-link-widevineplugin-to-libgcc_s.patch.

Rebase bgo-970694-fix-missing-stdint.h-on-musl.patch (by: tt_1).

Write the ebuild in a way that it's identical between rapid and esr - utilize
MOZ_ESR variable check where possible. Currently 'valgrind' is poorly handled
in the ebuilds, which is profile-masked anyway, so it doesn't need a separate
MOZ_ESR check. Fix for the next version bump.
