The configs are available in this repository[1] (which are basically stock
Fedora configs) with some "patches" from here[2]. You may have a gist of
how those come together from the sys-kernel/gentoo-kernel ebuilds.

Both those and kernel's defconfig are good-enough starting points for your
kernel config. Which one to use depends on your end goal. If you are
building a minimalistic kernel with no extra hardware support or doing this
mostly for learning experience, I believe defconfig would be a better
option. If you want a stock-like kernel with some configurations, use stock
configs.

PS: I forgot to mention before, there are also sys-kernel/gentoo-kernel and
sys-kernel/vanilla-kernel packages, which automate build of kernel with
your config/config "patches", but I'd recommend to use those with your own
config only if you know what you are doing.
