[PATCH] multiprocessing.eclass: un-deprecate makeopts_{jobs,loadavg}

This was causing some strange CI failures on Github and Codeberg.
We may also want to rethink this API change given the was these
functions are used in zig.eclass and sci-libs/vtk.
