Call for action: Python 3.14 porting

Hello, everyone.

Following our esteemed tradition, we'd be switching the default Python
version to 3.14 around 2026-06-01.  Please look into porting your
packages if you haven't done so already.

Please also note that we're going to be dropping the support for Python
3.11 around the same time.  This will also imply removing the support
for the last PyPy version.  PyPy may be reintroduced in the unlikely
case PyPy3.12 comes out in the future (if we don't remove Python 3.12
first).
