Up for grabs: www-apps/hugo

This is several versions behind, and needs a bit of a revamp. I suspect 
it could be gotten updated fairly quickly if tests were ignored, but 
USE=+extended (the mode I need for Hugo to be personally-useful) is so 
complex I am not sure I can keep it validated without tests. It's worth 
noting hugo does a lot of "online" tests, where it validates 
integrations work by using them, in some cases. This means we have to 
patch out a bunch of tests if we want them to work at all.

I'll still use hugo for my personal blog and other things, just 
installed via other means. I just haven't done a good job maintaining it 
and don't have time to improve it in any reasonable time period.

Three open bugs; related to test failures and the general need to get a 
version bump done.
