Yes, but this thread has discussion of VPNs meaning people have trouble
and then bother us with it.

OK, but in the context of this discussion, it's actually "people use a
VPN and it gets banned because someone else is using it to abuse our
services, and then they are sad when they are banned as a side-effect".

Anyway, VPNs aren't anything special, they're just another ISP you
pay. Just many of them are even shadier.
