I am also leaning to this side. We already say "GCO is strongly
preferred", and obviously it does its job. Removing the provision would
result in a slightly cleaner policy, but Sam has nicely summarised the
potential problems.

If we should end up removing this paragraph, then the dangling
[#DCO-1.1] reference should be removed from the References section as
well.
