Drafting new rules for GURU

Hi, everyone.

Per the previous thread, I've started drafting new rules for GURU.  Most
importantly, they include the new requirements for prior contributions.
They also combine some other docs we had, clarify exceptions that arose
over time, and organize things into sections.
